The scheme was established on behalf of the government with the rationale that a pm Kisan loan waiver is not a permanent alternative, so farmers will be probably relieved  by such schemes and they will have the ability to prevent drowning in debt.

Even those who are in government jobs will get the benefit of PM Kisan Samman Nidhi Scheme:

Actually under the PM Kisan Samman Nidhi Yojana scheme, although the government employees don't get the advantage of this scheme, people belonging to class IV or as employees or multi-tasking employees will register themselves under that.

In this, even though they do not or don't cultivate their cultivable land, they'll take advantage of it.

However, for this, it's necessary that they have not used their farmland in anything like building a house or shop, it is to do  some other activity.

If somebody uses cultivable land for something else, then they'll not get the advantage of this scheme.

All farming land can get benefited:

A farmer who doesn't cultivate his cultivable land is left barren, even then he won't get the benefit of this scheme. However, this scheme are going to be available either to the cultivating land or to the village or to the city, both can benefit from it.
